Clean up Delta memory

Closes finished items, merges duplicates and keeps the decisions, so the next session starts from a short list that is true.

Recipe
Clean up this site's Delta memory, so the next session starts from a short list that is true. Start with list-memory. Read every page of it, open items included. Do not change anything yet. 1. Put every entry in one of four groups: open and still true; open but finished (the work is done on the site); duplicate (the same item said more than once); decision (a choice and its reason, to keep). 2. Before you call an item finished, check the site: read the page, template or setting the item is about, and say what you found. 3. Show me the plan as a table: the entry, its group, the action (keep, close, merge or keep as a decision) and the reason. 4. After my approval, close each finished item with close-memory and a short closing note. For duplicates, keep the clearest entry and close the others with a note that names it. Leave decisions as they are. Do not delete entries unless I ask: closed entries keep the history. 5. Give me the final list of open items.
